Rear Admiral (Ret.) Andrew “Bucket” Loiselle, U.S. Navy, Joins CORAS.ai Board of Advisors

Former Director of Air Warfare brings 35 years of Naval Aviation leadership and defense investment experience to advance GARY.ai, federal mission readiness, and the Maritime Industrial Base

McLean, VA, July 29, 2026: CORAS.ai today announced that Rear Admiral (Ret.) U.S. Navy, Andrew "Bucket" Loiselle, has joined its Board of Advisors. RADM Loiselle will advise EX1 Holding Company and its portfolio companies—including CORAS.ai and HumanTouch as they expand their support for Naval Aviation, defense and civilian agencies, and the Maritime Industrial Base. His experience will help ensure that GARY.ai and EX1’s secure digital modernization capabilities address the real-world planning, acquisition, workforce, budget, maintenance, and readiness challenges facing government leaders.

“Andy understands what it takes to turn mission requirements, operational demands, industrial capacity, and limited resources into executable decisions,” said Moe Jafari, Chairman of Executive 1 Holding Company. “He has made consequential choices across aircraft carriers, strike groups, Naval Aviation, and one of the Navy’s largest investment portfolios. His experience will help us advance GARY.ai as an agentic decision and execution platform that gives leaders the digital workforce and decision advantage needed to move at the speed of mission.”

GARY.ai enables government organizations to create secure,mission-ready AI agents that work alongside their people and data. These agents can support planning, scheduling, maintenance, workforce allocation, supply chain analysis, acquisition workflows, compliance reviews, budget development, and readiness decisions; reducing administrative burden while returning time to commanders, analysts, program managers, and the warfighter.

RADM Loiselle brings 35 years of Navy leadership and command experience. Across five command tours, he led an F/A-18C strike fighter squadron, an amphibious assault ship, a nuclear-powered aircraft carrier, and two carrier strike groups—organizations collectively involving more than 8,000 personnel across widely dispersed operating environments.

In his final Navy assignment, RADM Loiselle served as Director of Air Warfare, N98, in the Office of the Chief of Naval Operations. As the principal advisor to the Chief of Naval Operations on Naval Aviation, he helped develop the annual budget supporting an approximately $230 billion future-years defense portfolio and shaped requirements for future naval aircraft, weapons, and aircraft carriers.

“Navy leaders must be able to see how changing priorities, funding, workforce capacity, and operational requirements affect readiness across the enterprise,” said RADM Loiselle. “Secure Agentic AI and Decision Intelligence can deliver faster, defensible answers—allowing leaders to spend less time rebuilding spreadsheets and reconciling fragmented information, and more time making the strategic choices that strengthen the fleet and support the warfighter.”

RADM Loiselle’s appointment further strengthens CORAS.ai's maritime and defense expertise as they expand their work across aviation readiness, shipbuilding, ship maintenance, installations, logistics, acquisition, workforce planning, and fleet support.

The Maritime Industrial Base remains a strategic priority for CORAS.ai. Through GARY.ai’s Agentic AppFactory and digital workforce capabilities, it helps organizations address aging systems, fragmented data, schedule pressure, administrative burden, and constrained workforce capacity—without waiting years for another large-scale modernization program.

“GARY.ai is not another chatbot or dashboard,” Jafari added. “It creates mission-ready digital workers that help government teams plan, analyze, decide, and execute. Andy’s operational leadership will help ensure those capabilities remain grounded in the mission and deliver measurable readiness outcomes.”
